Fleet Vehicle Off Campus Breakdown and Accident
Policy and Procedure

Policy: It is the policy of Messiah College to provide towing service for fleet vehicles.

Objectives: To provide service or towing in the event of a breakdown or accident in a college vehicle.

Definitions: To provide outside assistance for breakdown of college vehicle when deemed necessary by Messiah dispatch, fleet mechanic or fleet manager.

Equipment: The person assigned to the vehicle should use a personal cell phone or public phone to call for assistance.

Procedure: In the event of a breakdown or accident the following steps should be followed:

Responsibility Step Action
  1.

Call Department of Safety/Dispatch at (717) 691-6005. Identify your vehicle by car or van # and indicate number of passengers.

     
  2.

Provide dispatch with information pertaining to the breakdown or accident, i.e., out of fuel, flat tire, over heating, won’t start.

     
  3.

Provide dispatch with the location of the disabled vehicle. Give specific directions, include your cell phone number if you have one or a cell phone number of a passenger with you.

     
  4.

If breakdown or accident does not put the vehicle in a dangerous or emergency situation do not call fleet mechanic or fleet manager until normal working hours on next working day.

     
  5.

The fleet mechanic or fleet manager will determine if the vehicle needs towed and if service can be provided. If vehicle is towed, a receipt is needed for the towing charges so it can be turned into the insurance carrier.

     
  6.

If the vehicle is disabled due to accident refer to the driver’s safety kit pamphlet located in the glove box.

  7.

Department of Safety see Appendix B for additional information.

     
  8.

It is the responsibility of the department generating any field trip to insure that students and or faculty are safely transported to or from their destination in the event of a breakdown or accident.

If the responsible party can not be reached follow the procedures in Appendix A.

APPENDIX A

If transportation is needed for large groups call Wolf’s Bus Service for a bus or 15 passenger van. If it’s before 5pm call toll free # 1-800-965-3287. If it’s after 5pm call Charter Emergency # 717-528-7654.

In the event of a local accident or breakdown the Fleet Manager, Fleet Mechanic or Safety/Dispatch will determine vehicle towing needs.
