Software Metering Policy
I. Purpose: This policy outlines how the college plans to remain in compliance with license agreements for software used by college faculty, staff, and students. If it cannot be ensured that we are in compliance with these agreements, a compliance audit could result in a very costly and damaging situation. Our community ethos encourages us to comply with these agreements. To meet our obligations and to reduce the risk of a costly audit, software metering must be installed on all college owned computers. II. How Software is Metered: Software metering is implemented by installing a meter program on every college owned desktop or notebook computer. The meter program will record the start and exit of each metered software application and communicate this information to a meter server. The meter server collects usage information for each piece of software over the entire network to ensure college-wide compliance. The meter server will alert ITS when usage is more than allowed by any particular license agreement. When this occurs, the college will take steps to correct the problem by either purchasing additional licenses or by limiting the use of the application depending on the nature of the application and the nature of the particular license agreement. Departments which purchase software for their department or faculty who purchase software for their classes must work with ITS when metering is necessary to ensure that the college is adhering to the licensing rules. Those who purchase software are expected to adhere to the terms of the software agreements. Software metering will monitor college owned software that has been installed on college owned computers. Some software site licenses purchased by the college permit the software to be installed by individuals on their personally owned computers. No metering software will be installed on personally owned computers. Instead, ITS will track those who have borrowed the software to be installed. Individuals who install the software are expected to adhere to the terms of our software agreements. III. Usage of Software Meter Data: The usage data collected by the software meter server will generally be used in aggregate form to watch usage patterns for the entire campus. The implementation of the meter system is in accordance with the Computing Access Policy allowing the college to implement controls on the college network to enforce license agreements. IV. Use of Software on Mobile Devices: When software must be installed directly on a mobile device (such as a notebook computer), the exact nature of the metering will need to be determined on a case-by-case basis depending on the terms of the license agreement and the nature of the user’s need. Some situations may require an always available installation while others will be handled with a time restricted installation. In the restricted case, software will stop working after the check out period has expired.
