Messiah College Republican
Club Constitution



Article I
Name
The name of this organization shall be the Messiah College Republican Club (hereafter referred to as "CRs"), and its members shall be known as Messiah College Republicans. The Messiah College Republican Club is a member of the College Republicans National Committee and is a Chartered Organization of the Messiah College Student Government Association.

Article II
Purpose - Political Awareness

Section 1. To make known and promote the principles of the Republican Party among the students of Messiah College.
Section 2. To recruit Messiah College students as members of the Club and Republican Party.
Section 3. To aid in the election of worthy and qualified Republican candidates at all levels of government.
Section 4. To develop political skills and leadership abilities among Conservative students as preparation for future service by them to the party and the community.
Section 5. To always seek reconciliation with those with whom we disagree ideologically, sociologically, and politically.
Section 6. To seek change within the U.S. Republican Party wherever change is needed to bring the party back into line with Christian teachings and principles.
Section 7. To further Judeo-Christian values and programs that recognize the worth of the individual, affirm the sanctity of all life, and strengthen the family structure.
Section 8. To engage in social and service activities to better the lives of others as we are called to do by Christ.

Article III
Officers

Section 1. The officers of the Club shall be a Chairman, First Vice-Chairman, Second Vice-Chairman, Secretary, and Treasurer.
Section 2. The officers shall be elected, for one year status, at a regular Club meeting between March 1 and April 15 and officers shall take the office immediately upon election. Former officers shall remain ex-officio members of the executive for a period of two weeks to smooth the transition.
Section 3. Notice that the election of Club officers will occur at a regular meeting must be reasonably provided to all Club members - no less than two weeks prior to such a meeting.
Section 4. Nominations of candidates for Club officers positions shall be made from the floor by and of Club members in good standing.
Section 5. Academic probation or disciplinary probation shall disqualify a member from consideration as an officer.
Section 6. Officers shall be elected by a majority of those Club members present and voting by means of secret ballots prepared and administered by the secretary. Exception: If the office of the secretary is vacant for any reason at the time of an election, the Chairman shall prepare and administer the election of all officers, including a mandatory election for a secretary.
Section 7. Vacancies among the officers shall be filled by election at the next regular meeting after such vacancy occurs, or within the first month of an academic year if such vacancy occurs during summer academic recess. If no regular meeting is held within that time, the Chairman may appoint to the position a member to fulfill all duties until such time as the next regular meeting shall occur.  Upon vacancy in the position of Chairman, the 1st Vice Chairman shall become Chairman, and upon vacancy in the position of 1st Vice Chairman, the 2nd Vice Chairman shall become 1st Vice Chairman.
Section 8. No officer shall be absent from more than two meetings per semester except for in extenuating circumstances. When in excess of two absences, the officer shall be subject to Article VI.
Section 9. The duties of the officers shall be as follows:
Chairman To preside over all meetings of the Club and all meetings of the Club officers; to administer the Club program; to represent the Club in official capacity.
1st Vice Chairman To preside in the absence of the Chairman; to coordinate recruitment activities; to organize an appropriate advertising campaign; to coordinate and perform such other tasks as the Chairman may assign.
2nd Vice Chairman To preside in the absence of the Chairman and 1st Vice Chairman; to manage and publish the club newsletter; to perform such other tasks as the Chairman may assign.
Treasurer To make financial reports to all regular Club meetings, as well as to the Messiah College Student Government Association; to receive and distribute Club funds upon authorization by the Chairman; to coordinate fund-raising activities.
Secretary To prepare minutes of all regular Club meetings; to send all correspondence to members.

Article IV
Appointive Positions

The Chairman shall appoint such project directors, committee chairs, and committees, with a majority vote of all the officers, as may contribute to the successful operation of the Club.

Article V
Regular Meetings

Section 1. The Club shall hold regular meetings no less than twice monthly while school is in session.
Section 2. Regular meetings may be held at the call of the Chairman or by a majority of the Club officers. Notice of all regular meetings shall be given to all Club members no less than one week prior to the meeting.
Section 3. A quorum for regular meetings shall be ten members.
Section 4. Meetings are to be called to order at the scheduled time, and be officially closed by the Chairman at the end of each meeting. The meeting opening consists of the 'Pledge of Allegiance' and a prayer.
Article VI
Impeachment

Any officer may be impeached for failure to perform his prescribed duties properly and in good faith. Upon a unanimous vote of the other officers at a regular meeting, an officer shall be removed from his position. The position shall remain vacant until the next regular meeting when election shall be called to fill the vacancy.

Article VII
Amendments

Amendments to the Messiah College Republicans Club Constitution may be adopted upon an affirmative vote by two-thirds of those present and voting at Club meetings where a quorum is present provided, however, that no such amendments shall take effect without the approval of at least three Club officers.

Amendment I
The position of Second Vice Chairman is hereby struck from the club officers list.

Amendment II
The position of Chaplian is hereby added to the Club Officers list. The Duties of Chaplain involve praying for the interests of the club as well as many government officials both in the US and overseas.
