    Messiah College HEA Title II Publicity Report
Cohort Year: 2005-2006

Background

Title II of the Higher Education Act of 1998 seeks to ensure that new teachers have the content knowledge and teaching skills they need to teach all students to high standards. In addition, it also seeks to compile comprehensive national data on how well institutions are preparing teachers, what states require of individuals before they are allowed to teach and how institutions and states are raising their standards for the teaching profession.

Section 207 of Title II requires the annual preparation and submission of reports on teacher preparation and licensing from all states and corresponding institutions of higher education with teacher preparation programs. This will consist of two specific pieces of information:
  1. Pass Rates of All Teacher Preparation Program Completers at all Pennsylvania Institutions of Higher Education;
  2. Teacher Preparation Program Information from each Pennsylvania Institution of Higher Education.
All institutions of higher education that prepare teachers must respond to this national effort in order to avoid potential financial penalty. Each Pennsylvania institution of higher education must submit the following three pass rates for the 2005-2006 program completers:
  1. Single Assessment Pass Rates
    -the proportion of program completers who passed an assessment among all who took the assessment.
  2. Aggregate Pass Rates
    -the proportion of program completers who passed all the tests they took in each of the skill or knowledge areas, among all program completers who took one or more tests en each area.
  3. Summary Pass Rates
    -the proportion of program completers who passed all the tests they took for their areas of specialization among those who took one or more tests in their specialization areas.

    The Aggregate/Summary Pass Rates for each teacher preparation program at each institution will be calculated annually by Educational Testing Service (ETS). These pass rates will then be ranked and compared statewide with other teacher preparation programs/institutions, resulting in an array of quartiles. All quartiles will be listed alphabetically by institution and will include a mean score and quartile score, including the fourth (lowest) quartile.

    Educational Testing Service cautions that:
    "Comparisons between states, while tempting, are unfounded because there is no standard for comparing state licenses.... Within the same state, comparisons made between institutions are equally unsubstantiated because each institution prepares students for different licenses utilizing different testing requirements.... There is no benchmark for comparing performances."

    Messiah College Teacher Education Program Information

    A. All teacher certification programs are approved by the Pennsylvania Department of Education.

    B. Teacher Education Program Numbers:
    1. Total number of teacher education students enrolled=436
    2. Student Teaching:
      • Total number of student teachers=102
        -fall semester=39
        -spring semester= 63
      • Number of student teaching supervisors=19
      • Average length of student teaching = 12 weeks.

    C. Employment information:
    1. 38 = Graduates employed in instructional, educational specialist, supervisory or administrative positions in Pennsylvania.
    2. 46 = Graduates employed in instructional, educational specialist, supervisory or administrative positions outside of Pennsylvania.
    3. 3 = Graduates employed in education related positions in Pennsylvania.
    4. 2 = Graduates employed in education related positions outside of Pennsylvania.
    5. 2 = Graduates employed in noneducation related positions in Pennsylvania
    6. 3 = Graduates employed in noneducation related positions outside of Pennsylvania
