Dr. Higgins, Professor Emeritus of Music and Computer Education, earned a B.S. in Music education from Lebanon Valley College, a M.M. in Music Education from Boston University and a D.Ed. in Music Education from Penn State University. Dr. Higgins taught Applied Woodwinds, Instrumental Music Education, Technology Applications in Music Education, and Instrument Repair. He is the technology reviewer for the Pennsylvania Music Educators News. He regularly performs with The Four Winds Saxophone Quartet for which he also serves as the composer/arranger.
